Ankle Monitor Industry Report is an independent publication covering the electronic monitoring and community corrections technology sector. We provide evidence-based news analysis, vendor-neutral equipment reviews, policy research summaries, and procurement guidance for corrections professionals, policymakers, and researchers.

Our editorial team includes professionals with backgrounds in criminal justice technology, criminology research, RF/IoT engineering, and cybersecurity compliance. We draw on publicly available government reports (NIJ, BJS, GAO), peer-reviewed research, court records, and legislative filings as primary sources.


Editorial Independence Statement

Ankle Monitor Industry Report operates independently. We do not accept payment from any electronic monitoring vendor, manufacturer, or service provider in exchange for coverage, reviews, or favorable editorial treatment.

Our editorial standards:

  • No pay-for-play. Vendor mentions and product discussions are based solely on publicly available technical specifications, government procurement records, and independent testing data. No vendor can purchase coverage or influence our editorial conclusions.
  • Transparent sourcing. We cite primary sources — NIJ reports, academic papers, court filings, patent records, and official vendor specifications — and link to them whenever possible. Readers can verify our claims.
  • Vendor-neutral methodology. Equipment reviews and comparison articles evaluate all products against the same criteria (weight, battery life, tamper detection method, cellular technology, GPS accuracy, installation process). We do not weight criteria to favor any particular vendor.
  • Correction policy. If we publish inaccurate information, we correct it promptly and note the correction in the article.

Marcus covers electronic monitoring policy, vendor landscape analysis, and market trends. He previously worked in community corrections program evaluation in Florida and holds a degree from Florida State University’s College of Criminology & Criminal Justice.

Dr. Sarah Chen-Watkins — Research Director

Sarah leads our research coverage, specializing in recidivism outcomes, pretrial detention alternatives, and evidence-based corrections policy. She holds a Ph.D. in Criminology from the University of Maryland and has published on electronic monitoring populations and supervision outcomes.

J.R. covers GPS/GNSS positioning technology, cellular IoT protocols (LTE-M, NB-IoT), tamper detection engineering, and regulatory certification. He has a background in RF engineering and embedded systems from San Diego State University.
